Michell Hay

President & CEO

Michell has been with CHP since 2006 when she joined the company as the Chief Financial Officer. She was appointed President & CEO in 2011.

Michell is an alumna of University of Oregon, with a Bachelor’s in Psychology and Political Science, with a Post-Baccalaureate Certificate in Accounting from Portland State University.

Steven Sebers, DC, FACO

Chief Clinical Officer

Dr. Sebers brought his wealth of clinical and administrative knowledge to CHP in 2013 as a Regional Medical Director. In 2015 he transitioned to Corporate Medical Director and was appointed Chief Clinical Officer in 2017. Dr. Sebers maintains a clinical practice in the Portland Metro area where he has actively practiced since 1989. At CHP, Dr. Sebers oversees our Clinical Services and Provider Services Departments. This includes utilization and quality management as well as credentialing, contracting and provider relations.

He is a 1989 graduate of Western States Chiropractic College (now University of Western States) and is board certified in chiropractic orthopedics through the American Board and the Academy of Chiropractic Orthopedics (DABCO, FACO). Dr. Sebers served on the Oregon Board of Chiropractic Examiners Practice and Utilization Guidelines (Educational Manual for Evidence Based Practice) Nominal Panel from 1998-2003.  In 2016 he completed a certification for medical directors through America’s Health Insurance Plans (AHIP) and Northwestern University’s Kellogg School of Management-Certified Health Insurance Executive (CHIE).

David Audley

Director of Business Development

David joined CHP as our Director of Business Development in 2016. Prior to joining CHP, he ran his own successful healthcare and life-science consultancy focused on providing sales modeling and design, strategic marketing, and tactical business management services for over 10 years. At CHP, David focuses on developing new business while managing our Marketing and Provider Recruiting teams.

David is a proud Willamette University and Portland State University alumnus, with a Bachelor’s in History at WU and a Master’s in History from PSU with Highest Honors. He has served as the President of the PSU Board of Directors and is a Director on the Oregon Network of Child Abuse Intervention Centers.

Colleen Belford

Controller

Colleen is our most recent addition to the CHP management team, joining CHP as our Controller in 2017. She has over 10 years of accounting experience in various industries including six years at Ernst & Young. Her focus at CHP includes oversight of our Accounting Department.

Colleen graduated from Northern Arizona University with a Bachelor of Science in Accountancy and a Bachelor of Science in Business Administration with an emphasis in Marketing.

Greg Abercrombie

Director of IT & HIPAA Security Officer

Greg joined the CHP team in 2013. With over 20 years of information technology experience – his background in project management and operational change – Greg has been at the forefront of technology implementation at CHP.

Greg holds a Master’s in Management of Information Systems from University of Atlanta.

Derrick Dale

Director of Claims

Derrick also joined the CHP team in 2013. He has an extensive background in management, claims/customer service administration, project management, CQI, and Medicare/Medicaid programs. At CHP, his oversight areas include our Claims and Customer Service Department.

Derrick studied Business Administration and Management at the University of Oregon. He is a proud Duck and can frequently be spotted in green and gold during football season!

Suzanne Salas

EA & HR Administrator

Suzanne joined the CHP team in 2013 with over 10 years of experience in HR administration. At CHP, she oversees all HR functions, supports the Board of Directors and CEO, and serves on special projects.

Suzanne holds an Associate’s degree in Business Administration and Management from Pasadena City College.
